Press Release From the Kittatinny Board of Education

On November 1, 2017, the Kittatinny Education Association (“Association”) unilaterally filed a Notice of Impasse seeking the appointment of a State Mediator to assist the parties in negotiating a successor collective negotiations agreement.  The State Mediator met with the parties on January 31, 2018, but was unable to achieve a voluntary settlement. The Public Employment Relations Commission (“PERC”) has appointed an independent Fact-Finder – Edmund Gerber – to further assist the parties in negotiating a successor collective negotiations agreement.


The Kittatinny Regional High School Board of Education (“Board”) has offered the Association with the following economic proposal:


  • Salary increases (inclusive of increment):  2.5% + $25,000 for paraprofessional salary guide improvement (Board recommendation) in 2017-2018; 2.7% in 2018-2019; and 2.7% in 2019-2020.
  • Reduction of employees’ contributions under Ch. 78, P.L. 2011, at each salary level.
  • Eliminate longevity for employees hired after January 1, 2018.  Freezing longevity at the 2017 levels for current employees in the co-curricular guide and coaching guide and eliminating longevity for any employees hired after July 1, 2017 in these areas.


The Board remains committed, as evidenced by a median teacher salary of $84,540 (ranked 19th highest district in the state according to the Star Ledger 9/1/17), to negotiate in good-faith and is hopeful that the independent Fact-Finder can assist the parties in achieving a successor collective negotiations agreement.As soon as an initial Fact-Finding date is confirmed, the Board will advise the public and apprise them of any developments.
